What are the requirements for Nefarius to teach the Lightning Seal? I'm currently level 29 / 166 Dexterity / 121 Mana / 65 Intelligence and I've given Nefarius 51 tablets and still haven't been able to learn it.

More tablets you bring to him = more skills will be open to you.

progress of skills itself is that he is reading these tablets and then tells you what he learned from them.

I understand, but it's strange to me that there are such large differences in the time it takes to learn a given seal. Fire is available immediately in Jarkendar, ice only after turning in 35 tablets, and lightning can't be learned even after turning in 50 tablets.
