I also have this issue.
I see I don't have Ali's quest. I'm wondering if it's related to telling Baldwin that I don't have access to Ashdod and he's saying I need to rely on the Assassins?

level 81 here chapter 4, not sure if it's worth the hassle to go back to lvl 60~ to figure it out, but I'm still not "friendly" with the Nomads.

Ok after your thread I figured out I had to talk to Tamara at night, I just didn't think it was tied to it. thank you.
It's these kinda stuff that's kinda frustrating, sometimes that complexity can be a real issue.
