В процессе New balance - Craft fire runes

Hello, i have this problem: i'm playing like a fire mage but no one can teach me about fire runes ( Parlan says that he can't teach me anything ) and the firebolt rune required for the Serpentes' test it's impossible to craft. I've read all books about circles, have all ingredients (firebolt scroll too) but at runic table there arent any fire runes, instead of the runes teached by Gallahad, that appears and i CAN craft. Of course i already got the firebolt rune with cheats but it really disappoints me because i dont understand why i cant just learn fire runes. Is this a bug?

I don't have this quest anymore because i'm already a fire mage so i can't try but i'm pretty sure he had no dialogs. Anyway Parlan still doesn't teach me anything about runes but i can learn how to improve fire (tick damage and %)
