The new two-handed swords we get from the city guard are completely useless when diagram of the "Two-handed guard" sword (which requires less strength and deals more damage overall) is very easy to get from open bandit chest near Akil's farm and Orlan tavern.

This is the sword we get from Wulfgar after completing the tasks in the city for the guard

And this is a sword forged after finding the schematic in a chest at the bandit camp from Erol's Tablets. You don't have to fight the bandits. Just escape them and take the schematic from the open chest. It deals more damage overall than the sword from Wulfgar thanks to its 40 damage bonus

That's why I think that a sword that we can get after completing several quests should be better than one that doesn't require completing any quests and is easy to find.
